The ruling on cleansing with tissue and modern paper (istijmār)
Does cleansing with tissues and paper suffice instead of water?
Cleansing with any pure, cleaning material that is not held in respect, such as tissue and paper, suffices; making the count odd is recommended, and combining it with water is best.
Cleansing with a dry, pure, cleaning material that is neither harmful nor held in respect, such as tissue, suffices, except for semen, menstruation, postnatal bleeding, a woman's urine, and what has spread widely beyond the outlet, where water is required.
Cleansing requires three cleaning wipes with a solid, pure material such as tissue; a moist or impure item does not suffice.
Cleansing suffices with three or more cleaning wipes using a pure, cleaning material such as tissue, on condition that the excretion does not spread beyond its usual place; ending on an odd count is a sunnah.
